Press Conference by Ministry of Electricity Unveils the Losses Incurred in Nine Years of Aggression
The Ministry of Electricity and Energy in Yemen, along with its affiliated bodies, organized a cultural evening under the slogan “Nine Years of Resilience – Al-Quds is the Axis”. The event was attended by members of the Shura Council, Mohammed Al-Jarmouzi and Saleh Binoun.
During the event, the Minister of Electricity and Energy in the caretaker government, Dr. Mohammed Al-Bukhaiti, emphasized the ministry’s commitment to improving and developing the electricity sector to ensure better service delivery across all provinces of the republic.
Dr. Al-Bukhaiti praised the resilience of the staff of the Ministry of Electricity and their dedication to making further efforts and sacrifices to deliver services and resist the fiercest aggression over nine years, which targeted all components of Yemen, including the electricity sector that was subjected to direct and indirect destruction.
He urged all staff of the Ministry of Electricity to double their efforts and sense the responsibility placed on their shoulders to improve the electricity sector and provide services to all citizens easily and conveniently. He also stressed the importance of continuous work to develop distribution services, maintain generation and transformation stations, reduce losses, and increase the number of subscribers.
The Minister of Electricity pointed to the support of the revolutionary leadership and the Supreme Political Council for the ministry to improve the service and deliver it to all provinces of the republic.
The head of the Al-Aqsa Support Committee, Mohammed Miftah, praised the efforts of the Ministry of Electricity in restoring government electricity to citizens. He stressed the importance of coordination with security agencies to preserve the assets of the electricity sector and work to protect them.
He urged the importance of continuing solidarity with the Palestinian people and offering everything valuable and cheap to support them and stand by them.
The Director-General of the Public Electricity Corporation, Dr. Mishal Al-Rifi, presented a brief overview of the achievements of the corporation during the past period, praising the efforts of the corporation’s staff and their resilience over nine years.
Dr. Al-Rifi confirmed the keenness of the corporation’s leaders and staff to work as one team to keep pace with the victories in the sites of pride and dignity, and to work to improve the service, and increase the number of subscribers in all provinces of the republic.
He reviewed a number of achievements made by the corporation during the past period, despite the material losses it faces due to the aggression and unjust siege.
In turn, the head of the Public Corporation for Electrical Industries and Renewable Energy, Abdul Ghani Al-Madani, touched on the major role played by the corporation in confronting the aggression during the nine years.
During the evening, a press statement was distributed issued by the Ministry of Electricity and Energy revealing the size of the material losses of the electricity sector due to the brutal aggression on Yemen, estimated at $24 billion.
The ministry confirmed in its statement that these losses led to the exacerbation of the humanitarian crisis in Yemen and increased the suffering of citizens due to the continuous power outage.
The statement pointed out that since the beginning of the aggression, the facilities and infrastructure of the electricity sector have been systematically targeted by the fighter jets of the aggression, which led to the comprehensive destruction of many generation, transmission, and distribution stations, and the interruption of electricity from various Yemeni provinces.
The Ministry estimated the losses suffered by the generation sector of the Electricity Corporation at $383,921,992, distributed over several stations. The Hazez station in the capital incurred losses of $65,870,000, the Dhiban station $146,200,881, the Ras Katheeb station in Hodeidah $8,032,904, the Sana’a station in the capital $89,799,607, and the Al-Hali and Corniche station $13,000. The losses incurred by the assets of the National Control Center amounted to $5,600.
The statement pointed out that the losses incurred in the transport sector and transformation stations, due to the aggression, reached $208,042,950. The total number of towers, which were either completely or partially damaged, exceeded 400 towers, in addition to the destruction of transmission lines and a large number of transport means and hundreds of kilowatts of wires.
In the distribution and technical inspection sector, the statement clarified that the losses exceeded $7,905,982,695, distributed over the electricity region of the capital with $272,557,039, the electricity region of Yarim $2,176,896, the electricity region of Ibb $1,860,377,725, the region of Mahwit $1,223,681, and the electricity region of Hodeidah $290,044,955.
In Taiz region, $3,471,641,950, in Hajjah region $1,633,135,218, in Saada electricity region $65,743,643, in Amran region $98,900,000, in Al-Bayda region $7,397,190, in Rad’a electricity $4,439,100, in Rima electricity region $231,429, in Dhamar $791,827, and in Sana’a $197,322,045, not to mention the obligations incurred by the Public Electricity Corporation regarding suppliers and contractors amounting to $519,561,211.
Regarding the losses incurred in the wireless communications system, the Ministry of Electricity’s statement clarified that the losses amount to $1,287,739, and that the losses of the generation and transport sector in secondary cities’ electricity reached $32,650,000, and that the cost of the damages incurred by the central stores of the Public Electricity Corporation; due to being targeted by the aggression reached $720,000,000.
Regarding the Rural Electricity Authority, the statement confirmed that the total damages suffered by the Authority due to the aggression amounted to about $50,662,607, distributed over rural electricity (Taiz) $6,740,584, in Ibb $2,264,670, rural electricity Hajjah $31,105,800, rural electricity Mahwit $611,822, rural electricity Dhamar $9,917,911, rural electricity Amran $21,820,000.
The statement pointed out that the Transport, Distribution and Control Projects Management Unit was not immune from the aggression, which led to the cessation of external funding amounting to $5,575,000,000, between grants and loans that had been allocated to finance a number of projects, which had almost ended.
The statement pointed out that the total damages of the externally funded generation projects management unit reached $340,046,422, in addition to losses and delay penalties demanded by the companies implementing the electricity sector project $133,494,587.
It mentioned that the aggression targeted the Public Corporation for Electrical Industries and Renewable Energy “formerly the Training Center” with two raids and caused damages amounting to $12,150,000.
Regarding the total losses and delay penalties demanded by the companies implementing the electricity sector project, the statement clarified that they reached $133,494,587.
This comes at a time when there are obligations on the Public Electricity Corporation for suppliers and contractors that it has failed to pay, as a result of the country entering an exceptional state, and about fulfilling them as contracts concluded until 2014, estimated at $74,944,950.
The statement addressed the losses due to the difference in diesel and fuel oil prices along with penalties for delaying ships, as a result of the aggression’s siege of Yemeni ports and its practice of delaying ships, which amounted to $98,680,043. The total losses incurred by the corporation in sales and the commercial side, in addition to what the citizens incurred from the rise in the current tariff and the purchase of solar panels, reached $12,009,318,850.
The ministry confirmed, in this regard, that the total losses of the corporation, due to the targeting of the central control technical plant, amounted to $1,846,302.
The ministry stated that despite all these challenges, the Ministry of Electricity and Energy and its affiliated bodies have made tremendous efforts to preserve what remains of the electricity sector and gradually return to providing service to citizens.
It pointed out that many generation, transmission, and distribution stations have been repaired, the necessary spare parts have been provided, in addition to implementing new projects to generate electricity from renewable energy sources.
The Ministry of Electricity and Energy noted that it will continue to work with all its power to rebuild the electricity sector and provide electrical services to citizens permanently and stably.
The ministry appealed to the international community and humanitarian organizations to provide the necessary support to rebuild the electricity sector in Yemen and alleviate the suffering of citizens.
