Gaza Ceasefire Agreement Nothing More Than Ink on Paper?

Systematic Israeli Violations Undermine Hopes for Calm

Israeli violations continue to threaten the Gaza ceasefire agreement, warning of the agreement’s collapse amid the negligence of Arab mediators and unwavering American support for the Zionist government. These violations, which range from military to humanitarian and political breaches, are detailed in this report based on data from Gaza’s government.


First: Field ViolationsFire Not Stopped

Israeli occupation forces have not adhered to the terms of the agreement related to the ceasefire or withdrawal from specified areas in Gaza. Instead, they continued military operations, albeit at a lower intensity, exploiting the truce to fortify their positions and entrench their military presence.

  • Incursions and Crossing of Agreed Lines: Israeli military vehicles continued advancing and pushing beyond withdrawal lines almost daily, especially along the strategic Salah al-Deen axis, violating the agreed limits by between 300 to 500 meters. These incursions were accompanied by random gunfire, the killing of innocent Palestinians, house demolitions, and the bulldozing of agricultural lands. Damaged military vehicles were also withdrawn during these operations.

  • Violation Hotspots: The Zionist enemy violations were concentrated in key areas inside Gaza, including: Sultan Junction, Tel Al-Salam, Tel Zaarob, Al-Awda neighborhood (Brahma Roundabout), Al-Shouka, east of Al-Maghazi, east of Al-Bureij, Al-Shuja’iya, and the Saudi neighborhood.

  • Delaying Withdrawal and Preventing Return of Displaced Families: Zionist forces deliberately delayed withdrawing from al-Rashid and Salah al-Deen streets — two of Gaza’s main roads — and prevented displaced families from returning to their homes for a full two days. Despite the Zionist entity’s formal commitment to immediate withdrawal after receiving four Zionist prisoners in the second phase of the prisoner exchange, they broke their promise immediately upon receiving them, citing flimsy pretexts to justify this violation.

  • Targeting Fishermen: Zionist forces banned Palestinian fishermen from accessing the sea to fish — their only source of livelihood. Not only were they prevented from fishing, but the occupation also opened fire on them and arrested several, although the agreement contained no provision barring fishing or leisure at sea.

  • Aerial Violations: Various types of Zionist aircrafts continued daily flights over Gaza’s skies, even during designated no-fly periods (which were supposed to last 10 to 12 hours per day). Violations were recorded using multiple aircraft, including “Hermes 450,” “Hermes 900,” “Heron,” “Tzofit,” and “Quadcopters.” Alarmingly, many of these aircraft were armed, especially over prisoner handover zones, indicating premeditated intent to commit further crimes.

Total Field Violations

The total number of Israeli field violations reached 962 breaches, distributed as follows:

  • Gunfire: 77 breaches
  • Vehicle incursions: 45 breaches
  • Shelling and targeting: 37 breaches
  • Detention of drivers and fishermen: 5 breaches
  • Aerial violations: 210 breaches
  • Injuries: 490 injuries
  • Martyrs: 98 martyrs, including 32 who were killed within the first two hours of the agreement’s implementation (between 8:30 and 11:15 a.m.).

Second: Violations Related to Prisoners’ File

Israeli violations extended to the prisoner exchange file, with the occupation deliberately evading its commitments, emotionally manipulating prisoners and their families, and employing the ugliest forms of psychological and physical torture.

  • Delaying Prisoner Releases: The Israeli entity intentionally delayed the release of Palestinian prisoners in all phases of the exchange deal, with delays ranging from 2 to 6 hours, despite the agreement stipulating releases within one hour after receiving Israeli prisoners.
  • Blocking Entire Release Batches: The entity withheld the final batch of the first phase of the exchange — 600 Palestinian prisoners — for a full five days, invoking baseless pretexts.
  • Humiliating Released Prisoners: On February 15 and February 26, released Palestinian detainees were forced to wear clothing bearing Zionist and racist symbols, degrading their dignity in clear violation of international humanitarian law and prisoner treatment laws.
  • Violation of Agreed Prisoner Lists: The Israeli enemy refused to release 47 prisoners listed in the agreed exchange, replacing them with 56 others without prior notice.
  • Withholding Prisoner Information: The entity disclosed only 2,400 names of Palestinian detainees from Gaza, withholding information about hundreds more, raising concerns about their fate and wellbeing.
  • Refusal to Release Two Specific Prisoners: The entity refused to release Tareq Labed, who was forcibly removed from a bus after being freed, and Rami Khalil Al-Halabi.
  • Torture of Prisoners: Palestinian prisoners endured beatings, insults, torture, and starvation up to the moment of their release, exposing the true face of the occupation, which disregards even the most basic human rights. The enemy also refused to release 70-year-old female detainee Siham Mousa Abu Salem from Gaza.
  • Banning Family Reunification: The entity prevented many families of detainees deported from the West Bank from traveling to meet their released relatives.

Third: Humanitarian and Relief Violations

In addition to field and prisoner-related violations, the Israel enemy continued its suffocating siege on Gaza, blocking humanitarian aid in blatant violation of the ceasefire agreement, humanitarian protocols, and international law.

  • Obstruction of Early Recovery: The Israeli entity failed to facilitate early recovery arrangements as agreed, and only allowed 978 fuel trucks into Gaza over 42 days — just 46.5% of the agreed 50 trucks per day. In the last two weeks, this dropped to 10 trucks per day. The entity also blocked Gaza’s private sector from importing fuel despite explicit agreement allowing it.
  • Incomplete Shelter Supplies: Only 132,000 out of 200,000 agreed tents were delivered (66%), and only 15,000 of the 60,000 agreed mobile homes were allowed in.
  • Equipment Restrictions: The entity permitted entry of only 9 heavy machines for rubble removal, far below the required 500. Building materials and essential medical supplies were also blocked.
  • Ambulance Shortages: Only 5 ambulances were allowed into Gaza, a negligible number given the catastrophic needs.
  • Food Supply Blockade: The Israeli entity banned the entry of live poultry, livestock, and commercial animal feed.
  • Civil Defense Equipment: The entity prohibited the import of equipment needed to recover thousands of bodies still trapped under rubble.
  • Power Crisis: The Israeli enemy continued blocking supplies necessary to restart Gaza’s only power plant.
  • Banking Crisis: The enemy barred the entry of cash to Gaza’s banks and refused to replace damaged currency notes.

 

Fourth: Rafah Crossing Violations — Siege Continues

  • Blocking Civilian Movement: The Israeli enemy continued to close Rafah Crossing to civilians, restricted the number of sick and wounded travelers, and even strengthened travel restrictions instead of easing them. Commercial trade through Rafah was not resumed as agreed.
  • Return of Approved Travelers: The Israeli enemy sent back dozens of patients and wounded travelers who were previously approved for travel.

 

Fifth: Violations at Salah al-Din Corridor — Reinforcing the Occupation

  • Israel did not gradually reduce its forces at the Salah al-Din Corridor (Philadelphi Route) as promised by mediators. Instead, its forces expanded deeper into the corridor daily. By day 42, Israel had still not begun its agreed withdrawal from the Philadelphi Route.

 

Sixth: Political Violations — Stalling and Manipulation

  • Delaying Negotiations: The Israeli enemy deliberately delayed the start of phase two negotiations of the ceasefire agreement, despite clear provisions for talks to begin 16 days after signing.
  • Attempt to Change Terms: The Israeli enemy demanded a new agreement contradicting the signed deal, stalling phase two negotiations. The resistance rejected this entirely, warning that the violations threaten to reignite hostilities.
