The "Qur’anic Project," championed by the Martyr of the Qur’an, al-Sayyid Hussein Badruddin al-Houthi (may Allah's peace be upon him), was never merely a fleeting homily. It represents a living project active in the field of action, forged in the arena of stance, and applied to reality as a testing ground for divine guidance.
This project is defined by core characteristics that have made it an exceptional case in contemporary Islamic consciousness—most notably the centrality of the Qur’anic text as the foundation for building vision, measuring stances, and extracting solutions.
This report explores the key features of the Qur’anic Project, based on the speech delivered by the Leader, al-Sayyid Abdul-Malik Badruddin al-Houthi, on the anniversary of the Martyr of the Qur’an for the year 1435 AH.
The Centrality of the Qur’anic Text: The Qur’an as Leader, Not Just Witness
The most prominent feature of the vision presented by the Martyr of the Qur’an is the restoration of the Holy Qur’an to its leadership position. It is treated not as a text to be summoned merely to support specific stances or as a marginal reference, but as the governing authority over understanding and the starting point for diagnosing reality and determining action.
While many theorists deal with the Qur’an in a piecemeal fashion—citing a verse only to build an analysis outside of its guidance, or presenting a text and then bypassing its contents under the guise of "realism" or "interest"—the Qur’anic Project flipped this equation.
The Martyr of the Qur’an did not start from reality to search for a Qur’anic cover; rather, he started from the Qur’anic text itself, its governing indications, and its internal logic. He then applied it to reality to evaluate reality, expose its imbalances, and weigh it on the scale of truth and falsehood. By doing so, he restored the Qur’an’s status as a book of guidance capable of addressing all temporal shifts and complex challenges, providing authentic and effective solutions far from forced adaptation.
In a time when the nation suffers from "intellectual obesity" without a compass and a clutter of conflicting schools of thought, this project places the nation at a crossroads, asserting that the solution lies in returning to the source: the Qur’an as an active project in shaping awareness and decision-making.
"The Qur’anic vision presented by the Martyr Leader was distinguished by the centrality of the text... He presented the Qur’anic text and then moved from its essence, its light, and its contents toward reality... He diagnosed the situation and determined the necessary stance, all through the Qur’anic text."
A Book of Guidance for Life, Not a Text Isolated from Struggle
The project treats the Qur’an as a manual for life, not a book of rituals detached from the nation's reality. The Qur’an was not revealed to be read without following its teachings, nor to be excluded from the arenas of struggle against the nation’s enemies under the name of "neutrality."
One only needs to observe the current discourse in media and politics to see the paradox: the nation's major crises are analyzed, and its political fates decided using imported readings—many of which were formulated in the "rooms of the enemy" or to serve hegemonic projects—while the Qur’an remains marginalized.
In contrast, the Qur’anic Project brought the text to reality to confront and expose these issues, offering a clear, divine remedy. The Martyr Leader presented this discourse in a way that is accessible to everyone, from the common person to the academic.
"Why is the Qur’an marginalized? If you follow satellite channels or programs discussing the nation's crises, you find that the most absent thing is the Qur’an and its vision. Many prevailing views come from studied propaganda the enemies created and that serves them... The Martyr Leader went into action with the Qur’an to touch the reality of the nation's problems, presenting it in a clear and manifest discourse."
The Sovereignty of the Qur’an: Liberating the Mind from Sectarian Guardianship
One of the greatest foundations of the Qur’anic Project is the principle of the absolute cultural sovereignty of the Qur’an. It revealed that a major obstacle to guidance is reading the Qur’an through pre-existing sectarian or ideological lenses, where the text is twisted to serve a specific sect.
The Martyr of the Qur’an placed the text above everyone: above the sect, the symbol, the heritage, and the affiliation. Anything that does not harmonize with the Qur’anic text is subject to criticism and revision, regardless of its perceived sanctity. This liberated the Muslim mind from "blind sanctification" and returned it to the only divine scale that does not err.
"The Martyr Leader established a project that returns to the Qur’an so that it stands above every culture, every thought, and every symbol... He criticized everything that contradicts the Qur’an, even within the sect he belonged to. This is a matter the nation desperately needs, especially in this stage of great cultural division."
A Connection to the Ever-Living Allah: "Behind the Qur’an is He who Revealed it."
The Qur’anic Project moved away from treating the Qur’an as a book of abstract moral instructions. Instead, it viewed it as a real connection to Allah, the "Ever-Living, the Sustainer", the Almighty, The Qur’an is the "Rope of Allah" to which one must hold fast.
To hold onto the Qur’an is to hold onto the source of power and the Disposer of all affairs in the heavens and the earth. Thus, the path drawn by the Qur’an is linked to divine promises: victory, dignity, support, and a good end in heaven. Conversely, it carries a clear warning for those who turn away from it or fight against it.
"The wonderful saying of the Martyr Leader was: 'Behind the Qur’an is He who revealed the Qur’an.' Returning to the Qur’an means returning to Allah... This path is linked to Allah, who promised victory and guidance to those who follow this methodology. This guidance is comprehensive, as Allah said: {And We have sent down to you the Book as clarification for all things}."
The project concludes that the Qur’an is a methodology for life, a weapon of awareness, and the nation's compass. Without it, the nation remains lost, regardless of how many intellectual schools it may possess.
