Declassified US National Intelligence Documents revealed that the Department of Defense (Pentagon) invested over $11 million in building and equipping biological laboratories in various regions of Ukraine.

The Russian news agency TASS reported that, "After reviewing the aforementioned documents, and according to the data contained therein, the American company Black & Veatch was the prime contractor for the project."

It is estimated that the cost of the Central Reference Laboratory of the Ukrainian Research Institute for Plague Control reached approximately $3.49 million, of which more than $2 million was allocated to laboratory equipment.

Expenses on diagnostic equipment in  Zakarpattia region (Transcarpathia) exceeded $1.92 million, and investments in the Kherson Diagnostic Laboratory amounted to approximately $1.72 million. The United States also invested over $2.1 million in the Kherson Regional Laboratory Center. The funding came from technical assistance programs, with the U.S. Department of Defense as the donor and the Ukrainian Ministry of Health as the recipient.

Last week, U.S. Director of National Intelligence Tulsi Gabbard released declassified documents revealing that Washington funded more than 120 biological laboratories in over 30 countries, including more than 40 in Ukraine.

The documents indicated that many of these laboratories conducted, and continue to conduct, research using dangerous and highly infectious pathogens, including dangerous “gain-of-function” research aimed at enhancing the biological capabilities of genetically modified organisms.

Gabbard accused officials in previous U.S. administrations of “lying to the American people about the existence of U.S.-funded and supported biological laboratories and threatening those who tried to expose the truth.”
