Baghaei, who serves as both the Foreign Ministry spokesperson and a member of the Iranian negotiating delegation, said that Iran will demand the implementation of the other party's obligations during the meetings, noting that the discussions will clarify how the other side intends to fulfill these commitments.
He added that this visit comes with the objective of demanding a follow-up on the execution of the counterparty's obligations, explaining that the primary benchmark for evaluating any agreement is its implementation phase.
He pointed out that according to Clause 13 of the MoU, the commencement of negotiations to reach a final agreement is conditional upon the initiation and continued implementation of the other party's obligations, based on Clauses 1, 4, 5, 10, and 11.
Baghaei noted that this condition has not yet been met due to the other party's non-compliance, emphasizing that the visit of the Iranian delegation is aimed specifically at clarifying how these obligations will be fulfilled.
The Iranian Ministry of Foreign Affairs asserted that "Tehran has abided by its commitments, and the other party is obligated to force the Zionist entity to halt its aggression on Lebanon."
It added that Iran did not sign the MoU "for it to go unimplemented," stressing that Tehran's approach is rooted in the principle of "commitment for commitment."
The Ministry explained that if the other party refuses to implement its obligations, Iran will respond with the necessary measures, continuing: "If the other party does not execute its full obligations and take the necessary steps as quickly as possible, the entire understanding will be put at risk."
The Iranian Ministry of Foreign Affairs pointed out that the implementation of the memorandum is tied to the commitment of all parties to their pledges, and that Tehran will pursue this path in a manner that guarantees its interests.
These developments come at a time when the "Khatam al-Anbiya" Central Headquarters in Iran announced the closure of the Strait of Hormuz due to the United States' breach of the memorandum of understanding and the ongoing Zionist aggression against southern Lebanon.
Earlier, Iranian Foreign Minister Abbas Araghchi called for the necessity of US commitment and responsibility toward ending the war on all fronts, including Lebanon. He emphasized that "the United States will bear the responsibility for any violation of the commitments contained in this Memorandum of Understanding," warning of the repercussions and consequences of such an action.
