The spokesperson for the Iranian Ministry of Foreign Affairs and member of the negotiating delegation, Esmaeil Baghaei, confirmed on Monday that the United States has breached the memorandum of understanding with Iran, emphasizing that the agreement "has ended following repeated U.S. violations of its clauses."
Speaking during his weekly press conference, Baghaei stated that within a short period, the United States had violated various parts of the 14 clauses of the memorandum of understanding, adding that "the American side is the one clearly breaching the agreement."
Baghaei maintained that the United States did not stop at breaking the memorandum of understanding, but also endangered maritime security and caused an escalation of tensions in the region.
The spokesperson added that Tehran places the popular demands calling for vengeance for the blood of the martyred leader, Ayatollah Seyyed Ali Khamenei, at the top of its agenda. He stressed that Iran will utilize all available means and opportunities on the international stage to document the committed crimes and work toward achieving justice for the Iranian people.
"The media atmosphere will not deceive the Iranian people," Baghaei pointed out, affirming that the pursuit of justice will continue "no matter the cost."
Regarding the funeral procession of the martyred Ayatollah Sayyid Ali Khamenei in Iraq, Baghaei paid tribute to the Iraqi people and all free people of the world who participated in the funeral, as well as to the Iranian people, noting that Iran "has witnessed many tribulations but has never bowed down, remaining steadfast with pride and dignity."
Baghaei stressed that the Islamic Republic cannot be accused of failing to commit to its obligations, underlining that Tehran will reciprocate any commitment or lack thereof from the other party.
In relation to negotiations, Baghaei dismissed the claims made by U.S. President Donald Trump as "baseless," clarifying that the negotiations held the day before yesterday focused primarily on how to manage the Strait of Hormuz in coordination with the Sultanate of Oman.
Baghaei emphasized that the United States has repeatedly violated the fifth clause of the memorandum of understanding, asserting that Iran reserves the right to take all necessary measures to safeguard its sovereignty. He added that Tehran will not allow the United States and "Israel" to use the Strait of Hormuz in a way that harms Iran or infringes upon its sovereignty.
Baghaei criticized the statement issued by the three European nations (E3) regarding Iran's "control" over the Strait of Hormuz, viewing it as an "insistence on not seeing the facts clearly and vividly." He stated that European countries could play a constructive role in regional developments but fail to do so "due to their habit of submitting to Washington."
Commenting on the European positions, he noted:
"It appears we will continue to witness the issuance of such repetitive and unilateral statements, which will not contribute to enhancing Europe's standing."
He reaffirmed that everything the region and the world are witnessing today is the consequence of "American and Zionist aggressions against Iran over the past months."
In another context, Baghaei described the remarks made by Turkish Foreign Minister Hakan Fidan toward Iran as "incorrect," adding that Fidan knows "Israel" is working to dismantle regional security. He called on "friends in Turkey" to clarify these "strange approaches," urging Ankara to avoid repeating issues that only serve to justify the expansionist policies of "Israel."
This response followed statements by Turkish Foreign Minister Hakan Fidan, who had called for de-escalation between Iran and the United States, noting that "Israel" represents a threat to regional stability while simultaneously stressing the need for Iran to avoid taking steps that impact the security of regional states.
Regarding relations with the United States, Baghaei said Tehran must focus on the strategies and interests of the opposing party, confirming that Iran is closely monitoring the ongoing shifts within the United States.
Baghaei explicitly stated that Iran has not excluded any U.S. bases in any country across the region from its target bank, emphasizing that any area or territory of any country used to launch an attack against Iran will naturally be covered by Iranian defensive measures.
He added that Tehran will not allow, under any circumstances, the situation in the Strait of Hormuz to destabilize security and stability in the region and Iran.
This follows an announcement yesterday by the Islamic Revolutionary Guard Corps (IRGC) Naval Forces in Iran regarding the temporary closure of the Strait of Hormuz to maritime navigation. The IRGC confirmed that the decision will remain in effect until further notice and until American interventions in the region cease.
Concurrently, Baghaei confirmed that the Islamic Republic will not grant the Director General of the International Atomic Energy Agency (IAEA), Rafael Grossi, access to its nuclear facilities.
Baghaei's remarks come in the wake of an announcement by the U.S. Central Command (CENTCOM) overnight Sunday-Monday that its forces had begun launching further strikes against Iran.
Over the past two days, American strikes targeted sites in Bandar Abbas, Bushehr, Sirik, Qeshm, Jask, Konarak, and Chabahar. The attacks targeted air defense and coastal surveillance systems, missile and drone sites, naval and port facilities, as well as civilian infrastructure, fishing harbors, and areas close to the Bushehr nuclear power plant, though without hitting the plant itself.
In turn, the Iranian side is responding to the continuous American strikes by targeting U.S. bases in the Gulf states from which the attacks on Iran are launched.
