Recent use of white phosphorus munitions by Israeli occupation forces in Lebanon highlights the need for new international rules governing the use of the highly destructive weapons, Human Rights Watch and the International Human Rights Clinic at Harvard Law School said in a report released Wednesday.
The organizations called on countries to address the issue during the United Nations General Assembly’s monthlong disarmament meeting in New York in October 2026.
The 45-page report, “Uncontrolled Burn: The Inhumane Effects of White Phosphorus Munitions and the Need for Stronger Law,” records 23 verified incidents involving Israeli use of white phosphorus in southern Lebanon between March and May 2026. It also examines the severe injuries and other harm caused by the munitions in wars in recent years.
