Speech by Al-Sayyid Abdul Malik Badruddin Al-Houthi (May Allah protect him) on the Latest Developments
Tuesday, the 18th of Ramadan 1446 A.H. (the 18th of March 2025 A.D.)
I seek refuge in Allah from Satan, the outcast.
In the name of Allah, the Compassionate, the Merciful.
Praise is to Allah, Lord of the Worlds. I believe that there is no god but Allah, the Sovereign and the Manifest Truth, and that Muhammad, our master, is His servant, Messenger, and Last Prophet.
O Allah! Confer Your salat and blessings upon Muhammad and the Family of Muhammad as You conferred Your salat and blessings upon Ibrahim and the Family of Ibrahim. You are Owner of Praise, Owner of Glory! And be pleased with Muhammad's good companions and all Your righteous servants and mujahidin.
O Allah! Guide us and grant us acceptance, for You are the Hearing, the Knowing; accept our repentance, for You are the Relenting and the Merciful.
Brothers and sisters, peace be upon you and the mercy of Allah and His blessings.
Allah (Glory be to Him) says in the Holy Quran, {'Indeed, Allah has cursed the disbelievers and prepared for them a Blaze'}.
The criminal, cursed, and evil Israeli enemy has resumed its aggression, committing acts of genocide against the Palestinian people in Gaza and violating the agreement to stop its aggression and lift the blockade and starvation. This was preceded by over two weeks of violations, whereby it prevented the entry of food and humanitarian aid and the movement of goods into the Gaza Strip.
Since the resumption of its acts of genocide against the Palestinian people late last night, the Israeli enemy has immediately killed hundreds of Palestinians, the majority of whom are women and children—most of the martyrs are indeed women and children! The Israeli enemy has resumed its acts of genocide against the Palestinian people in the Gaza Strip, with American counsel, as stated by the Americans themselves. It has resumed its acts of genocide using the American weaponry that has been provided to the Israelis during these past weeks, and this has also been publicly announced.
The Israeli enemy targeted the Palestinian people in the Gaza Strip in their tents using American bombs. Most of the Palestinians are in tents, while too few of them are living in the rubble of their destroyed homes. Even so, they have been targeted with those devastating American bombs, which have torn children to shreds.
The resumption of its aggression through committing acts of genocide against the Palestinian people in the Gaza Strip comes amidst the exceedingly difficult conditions experienced by the Palestinian people there, as they already suffered a relentless aggression that spanned fifteen months and led to the destruction of all aspects of life in the Gaza Strip. That aggression resulted in the complete destruction of cities, residential neighbourhoods, homes, and facilities, leaving only a very minimal fraction remaining. This is not to mention the extreme starvation. Therefore, the situation is profoundly challenging; the suffering is immense. The circumstances are truly tragic, unparalleled anywhere else on the earth. Additionally, the Palestinians are being denied access to drinking water: Not only are they suffering from hunger, but they are also struggling to obtain water for drinking.
What has emboldened the Israeli enemy to commit such horrific crimes?
The Israeli enemy is committing this heinous crime, act of genocide, and starvation while depending on America's partnership. In fact, the Americans provide it with all forms of support and offer protection as well. Additionally, it relies on Arab passivity. The inaction of the Arabs undoubtedly contributes to the audacity of the Israeli enemy to commit such horrific crimes, engage in significant aggression, and cross all red lines. There are no longer any red lines or considerations to be respected.
The Israeli enemy commits acts of genocide, comprehensive destruction, heinous killing, horrific atrocities, and immense starvation, as it is fully assured that there will be no serious action from the Arab side, even at the most minimal level. It is completely assured regarding that. In fact, one of the things that encourages it even more is that some Arab regimes incite it to continue its aggression and extermination of the Palestinian people in the Gaza Strip.
This is a very serious matter because Arab passivity has a significant influence on the overall Islamic position in other Muslim countries. That is, if the Arabs acted as required even at a minimum level, many Islamic countries would follow suit to a good extent. However, even when they take a stronger position, Arab leaders and regimes are quick to adopt a negative stance towards them. This is particularly true for well-known countries in the Islamic world such as the Islamic Republic of Iran. Iran upholds an honourable stance, for which it has paid heavily within the Arab and Islamic arena due to the negative response adopted towards its supportive position that is officially unparalleled among the regimes of the Islamic world. There are also other countries, even in East Asia and beyond, whose positions are often linked to the Arab position: Their positions are influenced by the severe weakness evident in both the Arab reality and on the official Arab side. That is why this issue is extremely serious—extremely serious indeed.
Meanwhile, the Israeli enemy has reneged on the agreement, despite having guarantors. This is a well-defined agreement with explicit obligations and guarantees. Yet the Israeli enemy has returned to its crimes of genocide using all possible means, including killing, starvation, and the prevention and targeting of medical care. This consistently reveals the wickedness, tyranny, criminality, and malevolence of the Israeli enemy, alongside the American enemy, as they are two sides of the same coin—with a dreadful criminal record that is unmatched in the world.
Nevertheless, some Arabs are attempting to direct everyone towards a friendly and positive relationship with the Israeli enemy under the banner of normalisation, despite its malevolence, criminality, aggressiveness, and wickedness. It is a disgrace, a shame, an enormous sin, and a crime to have a positive relationship with such an entity—one that carries such a high level of criminality, a notorious criminal record, and a propensity for aggression and wickedness. This only serves the interests of both the Israeli enemy and the Americans.
This also demonstrates to the peoples of our Ummah that this enemy is of such a level of wickedness, aggression, and criminality. Consequently, there is no choice but to take the responsibility to confront it, stand up to it, and work towards its elimination. That is because, with its aggression, wickedness, evil, tyranny, and criminality, it poses a real and genuine threat to our entire Ummah, across all its countries and peoples.
The Israelis are of such a level of wickedness, malevolence, and criminality. In other words, for them, it is a methodology, a firmly entrenched behaviour, and a spirit. It is also an established state they cling to and a guiding principle on which they base their actions. Thus, Israel is an entity of evil and a source of danger and aggression against our Ummah. If it were to get through its aggression and completely eradicate the Palestinian cause, it would then turn its attention to others. Moreover, it would never consider anyone's previous passivity and inaction, let alone their earlier positive stance towards it and cooperation and relationship with it.
The Holy Quran has warned against relying on any agreements with these wrongdoers!
It is clear that the Israeli enemy shows no regard for agreements. For those who rely on having agreements with it, it does not honour any agreement, and so do the Americans. And for those who rely on the Americans' role in the agreements with the Israeli enemy or their guarantees, they should understand that the Americans behave similarly: The Americans also break agreements and align themselves with the untrustworthy Israelis. Both are criminals, both are violators, and neither of them fulfil their obligations. The Israeli enemy is completely untrustworthy regarding any commitments or agreements. This is a major lesson, as we have said, for those who rely on agreements and similar matters .
Allah exposed them in the Holy Quran , {'Why is it that every time they make a covenant, a group of them casts it aside?'}—they do not honour their words at all. Allah also says, {'Do you expect them to be true to you, though a group of them would hear the word of Allah then knowingly twist it after understanding it?'}. They are the people of betrayal, distortion, and falsification of facts. They are aggressors, filled with hatred, and they do not honour the bonds of kinship or treaties with the believers. {'And you see many of them hastening into sin and aggression'}: They are people of hostility, malice, and crime.
Thus, those who place their bets on agreements with them must take a good look at this, as they are now breaking agreements, evading them, and shirking their obligations. What is truly astonishing—and utterly audacious—is that they are attempting to pressure Hamas to accept completing the prisoner exchange outside the framework of the agreement with its clear terms, skipping the second phase of the agreement and ignoring the necessary obligations tied to it, such as halting aggression and rebuilding Gaza. Why? They say that it is because they want to resume aggression against Gaza: They want to resume the war—as they state.
It is clear that they aim to strip Hamas of their leverage regarding the captives and reclaim the captives without proceeding to the second phase of the agreement to evade the obligations related to that phase, which include halting the aggression against Gaza and completing the withdrawal from Gaza, as well as those areas that fall within the scope of the first phase, such as the Rafah axis. They attempt to evade these obligations, which are crucial for the Palestinian people. Hamas cannot compromise or negotiate on such matters. Why? Should it trade away these demands merely to prevent another war, another aggression on Gaza? Those intend to resume their aggression; therefore, they want to strip Hamas of the prisoner card, which remains a critical bargaining tool in its hands.
They are telling Hamas that they must follow an alternative path instead of proceeding with the second phase of the agreement—one that completes the prisoner exchange without requiring the Israeli enemy to fulfil its obligation under the second phase, including halting the aggression and allowing the reconstruction of Gaza as per the agreed terms. Why? That is because, as they have made clear, they intend to resume their aggression on the Gaza Strip. Hamas cannot afford to compromise on this issue; they cannot accept being stripped of their leverage regarding the prisoners, only to have the enemy return to its aggression against Gaza.
Therefore, they are people of evident tyranny, obvious and blatant falsehood, and completely overt aggression, disregarding all obligations entirely. Regardless of all that, none of what they are doing—whether it be acts of genocide, the deliberate targeting of civilians, or the starvation of people in the Gaza Strip—can ever be justified under any circumstances. Even in times of war or confrontation, nothing justifies their actions. Through these crimes, they openly defy international law, United Nations charters, fundamental rights and customs, divine law, the true divine religion, and core human values—indeed, everything. Through these actions, they commit violations and crimes considered among the most serious by all standards—whether in the United Nations charters, legal frameworks, or customary laws. There is absolutely no justification for their actions.
The responsibility of the Islamic Ummah is immense, and the consequences of negligence are catastrophic and serious!
However, they have reached the height of shamelessness, aggression, exposure, and audacity. Why? That is because they are certain that no serious effort is being made to hold them accountable for their crimes by the entities responsible for taking action, starting with the Islamic world. Muslims bear a great responsibility more than anyone else, even though it remains a global responsibility for all of humanity. However, Muslims were supposed to lead an effective and powerful global effort in this regard. Other nations watch the response of Muslims, and when they see that their response is weak, that many take no stance at all, and that some even collude with the enemy, they will not make more effort than the Muslims themselves. However, some non-Muslim nations have taken stronger actions than many Islamic countries and governments, including political, diplomatic, and economic boycotts of the Israeli enemy—something that major Arab regimes have failed to do! Not a single major Arab government has taken such a decisive position: a full boycott of the Israeli enemy at the economic, political, and diplomatic levels. Arab regimes and most of the Islamic world have failed to adopt a position that meets even this minimal and basic level! This is deeply regrettable!
Muslims bear a religious responsibility; in other words, Allah will hold them accountable for their abandonment and negligence of this responsibility. That is because among their religious responsibilities is to support the oppressed among them, and this is an injustice that is evident to all Muslims and the entire world—a horrifying injustice. It is an injustice of a people being exterminated, persecuted, and massacred—an injustice unlike any other occurring anywhere in the world. They also have a responsibility to stand against those who are oppressors, criminals, and tyrants. And is there any criminal worse than the Israeli enemy and with a greater and more brutal criminal record? The pinnacle of criminality, aggression, tyranny, disbelief, and oppression is practised by and embodied in the Israeli enemy.
This Ummah has a responsibility to strive in the path of Allah, to rise against such oppression, tyranny, criminality, and such an enemy whom Allah has made clear in the Quran to be the enemy of this Ummah—the most hostile of all its enemies, the most filled with hatred against it, and the worst among them. It is a vile enemy, indeed the fiercest in enmity. {'You will surely find the most bitter towards the believers to be the Jews and those who associate others with Allah'}. Thus, the Jews were placed at the forefront. The Ummah is also supposed to take this entity as its enemy, yet it turns away from its responsibilities.
This Ummah has a responsibility to be at the forefront of the global stage, leading all nations in the path of calling to goodness, enjoining what is right, and forbidding what is wrong, as Allah (the Almighty) says, {'You are the best nation ever raised for mankind: You enjoin what is right and forbid what is wrong, and believe in Allah'}. It is supposed to fulfil this great responsibility and this significant role, upheld by its righteous individuals and guides, whom we should emulate and follow in their footsteps. However, it has neglected this religious responsibility.
Allah (the Almighty) commanded us to engage in jihad for His sake in the Holy Quran, in over five hundred verses, and made it one of the fundamental obligations in Islam to confront such tyranny, oppression, crime, corruption, and wrongdoing perpetrated by the Israeli enemy, which targets this Ummah. With that said, why has the Ummah not set out in the way of Allah across all fields, including militarily, politically, economically, and in the media? Why there has been no serious or effective action? This is a tremendous responsibility upon the Ummah.
Allah (Glory be to Him) has warned in the Holy Quran of severe punishment for those who neglect their duties and fail to act. In circumstances like these, the Ummah must mobilise without hesitation to take swift and serious action that rises to the level of the challenge and the threat. This is why Allah (Glory be to Him) says in the Quran: {'If you do not march forth, He will afflict you with a painful torment and replace you with other people. You are not harming Him in the least. And Allah is Most Capable of everything'}. Therefore, neglecting this responsibility, especially in the light of the events unfolding in Palestine in full view of this Ummah and in a land within the Ummah. These events are unfolding in Palestine, which is situated at the very heart of this Ummah's geographical territory. These are not events happening on the other side of the world, allowing these countries and peoples to justify inaction by claiming inability to contribute or make a difference. Rather, these events are taking place within the very lands controlled by this Ummah, within its nations, its homelands, and its geographical depth. The responsibility upon this Ummah is truly immense.
Then, the Ummah should, as we mentioned, become the driving force for a global position, as there is potential for widespread movement from many countries. However, as we said, they are influenced by the Arab and Islamic position. They see it at a low level, and limited to statements and remarks. Ultimately, they see that they need not be more engaged nor bear more responsibility, even from a humanitarian and legal perspective, than the Arabs and Muslims.
The Ummah's responsibility lies in acting with utmost seriousness at all levels to force an end to this aggression, criminality, and genocide against the Palestinian people. Taking action within this framework of responsibility and duty also means engaging in military action, so this is not limited to other fields. Rather, military action is at the forefront. The Ummah possesses military capabilities that enable it to take significant military measures if it cooperates, if it unites in its position against the Israeli enemy. However, this has become out of reach. It is clear that this is something they cannot commit to, especially the regimes and governments. But why don't they support the mujahidin in Palestine militarily? Why don't they provide them with military support?
Despite the military capabilities, resources, factories, and weapons possessed by the Israeli enemy, America supplies it with various types of weapons in massive quantities, hundreds of thousands of tons, and funds this from its budget! Similarly, Western countries like Britain and Germany support the Israeli enemy with weapons. Other European and Western countries also provide weapons for it. So why don't Arab and Islamic countries provide weapons to our fellow mujahidin in Palestine? In fact, they criticise the Islamic Republic of Iran when it provides military support to the mujahidin in Palestine and oppose it for that reason, instead of taking the initiative to offer support and assistance to the Palestinian people and their mujahidin with weapons—which they desperately need—or with money to secure weapons for themselves.
- For those Arab regimes that have adopted negative attitudes towards our fellow mujahidin by designating them as terrorists, why do not they change such negative attitudes? Why do not they engage with them positively supporting, encouraging, and motivating them? It is clear that they are unwilling to take any serious or sincere practical steps.
- Politically, they can sever political and diplomatic ties and pursue other options in international forums. The political horizon is wide and full of options if only they would engage seriously.
- On the economic front, they can engage in an economic boycott. The Israeli enemy continues to draw substantial economic benefits from Islamic and Arab countries, relying on that to carry on its crimes.
Some of these countries that provide it with substantial economic benefits are Turkey, Egypt, Jordan, Saudi Arabia, and the UAE. Therefore, these countries must take a firm stance on the economic boycott, as should all other nations:
- We have heard that Azerbaijan has signed, or is about to sign, a new agreement with the Israeli enemy.
- Ethiopia, on the other hand, is also moving in that direction. Although Ethiopia's situation is different, it is part of this region. What we mean is that it is not entirely regarded as part of the Islamic world but rather a mix; however, this country has humanitarian responsibilities and remains an integral part of the region with all the ongoing developments, events, impacts, and consequences.
Overall, there are many countries in the Islamic world, including Arab countries.
- Morrocco has officially normalised ties, maintained economic relations, and cooperated with the Israeli enemy.
Considering the Israeli enemy's persistence in its criminal behaviour, stubbornness, and repeated breaches of agreements, they have a responsibility to adopt a serious position by severing their economic and political ties with it. So they can do a lot.
At the media level, there should be a widespread media movement, with resources directed against the Israeli enemy to expose it, reveal its crimes, and support the Palestinian people, as well as to influence global public opinion and prompt practical action to stop this ongoing genocide against the Palestinian people.
Many measures can be taken in both our Islamic and Arab worlds if there is a serious intent and a sense of responsibility to take action even at the minimal level. As for their current state of inaction—offering no practical positions, no decisions, no practical steps at any level—this only emboldens the Israeli enemy to persist in its actions.
The peoples' responsibility is immense, and they have the chance to act with what they have at their disposal.
Regarding the peoples, they bear a significant responsibility. It is hoped that they will mobilise as much as they can. The economic boycott of American and Israeli products is something available throughout our Islamic world. Moreover, as we have mentioned before, those peoples who are suppressed, constrained, and held back by their regimes from taking any action—those unable to protest, mobilise in the media, and have clear activities to support the Palestinian people—can still boycott American and Israeli goods, and their boycott can indeed have an impact.
Therefore, when we look at the situation of the peoples in the Gulf countries, they still have the opportunity to do this, which is at the same time a responsibility that they must fulfil. They can initiate a large-scale boycott. The same is true in Egypt, in all Arab countries, and throughout the entire Arab and Islamic world. The more the people turn to economic boycotts, the greater the impact it will be on the Americans. It is essential to apply pressure on them, considering their participation and protection, as well as their fundamental role. The aggression comes with their permission and stops at their command. Thus, they play a key role in the aggression against the Gaza Strip. There is a great responsibility in this regard. As we are now in the month of fasting and piety—fear Allah, O Muslims, O Ummah of Islam, for you are accountable before Him. Do what you can. This is something within your power and can harm the enemy while having no real impact on you. After all, there are alternative goods from Islamic, Arab, and other countries, instead of American and Israeli goods.
At the media level, there is a vast opportunity in many countries for media activists and through outlets accessible to the public, such as social media and other platforms, to support the Palestinian people and to influence the global arena. This is very important, especially regarding social media, to mobilise public opinion in various countries and stir up support for the Palestinian people.
Similarly, for the free individuals of the world's nations, whether in Europe or even in America itself, and in communities in Australia and elsewhere, they should return to the activism they engaged in for 15 months in solidarity with the Palestinian people through various activities: demonstrations, events, and university initiatives, among others. Everyone should take action and feel his responsibility; this is a humanitarian, moral, and religious obligation. It is the responsibility of everyone to engage in this by all considerations, including humanitarian considerations in those countries. They should act, as merely standing by and watching this crime, this catastrophe, and this tragedy is truly shameful and a disgrace for all of humanity. No one can escape this shame, its disgrace, and its negative consequences laid down by Allah's law in this world and the next, except through taking a right stand in a serious and responsible way.
Our Yemeni people have declared their position, which we reaffirm, and everyone must contribute as best as they can!
Regarding our position in Yemen (the land of faith, jihad, and wisdom), our dear people have declared and reaffirmed our position during their massive million-strong turnout, in their practical and jihadist commemoration of the Battle of Badr yesterday. We reaffirm it today. We also announce that we will resume our escalation to the highest levels against the Israeli enemy. We will do everything in our power against the Israeli enemy and in support of the Palestinian people, and we will counter any American assistance aimed at targeting our country in support of the Israeli enemy.
We say to the Palestinian people and to our brothers in Gaza: You are not alone; Allah is with you, and we are with you. We share in your pain and grief, and we will do everything in our power to support you. We will spare no effort in doing so, and we ask Allah (the Almighty) to help us and grant us success in this endeavour.
It is also important for everyone in our Ummah during this blessed month to turn to Allah in supplication. As we are in the blessed month of Ramadan—soon entering its last ten days—praying for relief, victory, assistance, and support is important, provided it is accompanied by exerting serious effort. Indeed, this prayer must be accompanied by exerting practical and serious effort. Every individual can contribute to this cause and has a responsibility to do so to the best of their ability:
- Some people can contribute financially through donations. In fact, it is more than just a matter of donations; it is about spending in the way of Allah, as part of one's religious duty and responsibility. Those who can, should contribute to spending in the way of Allah to the best of their ability, as they have a responsibility in this regard.
- One can also participate in the boycott of American and Israeli goods, as those funds benefit them. They rely on financial resources for their bombs, weaponry, and financing their aggression—all of it depends on money. Allah instructed Muslims during the early days of Islam to avoid a specific word that benefited the Jews: {'Say not "Raʿina" ' }. The benefit they derived from it was minimal; it was all about a meaning offensive to the Messenger of Allah (PBUH&F). Even at this level, which still resided deep within themselves, Allah forbade using that single word! Now, however, they benefit in reality and use that in the field and in committing genocide and in strengthening their position against our Ummah, posing a grave danger to it as a whole.
- Those, for example, in the media field have a responsibility to strive and engage in a media jihad.
In every field, there is a responsibility, and much can be contributed based on one's field, specialisation, and capabilities. Everyone has a responsibility to fulfil in this regard.
We ask Allah (the Almighty) to hasten victory and relief for the Palestinian people and their dear mujahidin. May Allah aid them and shatter the tyranny and arrogance of the Israeli and American enemies.
We also ask Allah (Glory be to Him) to grant us success in seeking what pleases Him. O Allah! Have mercy on our virtuous martyrs, heal the wounded among us, set free our captives, and grant us victory. You are the Hearer of Prayer!
