With clear persistence in imposing faits accomplis and at a pace that crosses all red lines, the so-called Israeli mini-cabinet has approved the establishment of nineteen new settlement outposts in the occupied West Bank. The decision comes within a declared strategy aimed at eliminating any remaining possibility of establishing a Palestinian state, through a policy of expansion and gradual annexation—what can now be accurately described as annexation by mass consumption.

The officially announced decisions conceal shocking figures. The Zionist newspaper Haaretz revealed that the Israeli enemy “government” has secretly allocated a budget of approximately $850 million to support the settlement project over the next five years.

This figure aligns with the systematic territorial expansion carried out through the construction of more than 140 settlement outposts within just three years, under the direct supervision of politicians and “ministers” in the enemy government, and with full protection from its army. According to investigations by the "Israeli Public Broadcasting Corporation", the army has become a direct military shield for this expansion.

The latest escalation did not stop at planning. It included approval for around 700 new settlement units in the vicinity of Al-Aqsa and Bethlehem—a move that places a quarter of a million Zionist settlers in Al-Aqsa and nearly half a million in the West Bank within a settlement system that blatantly disregards the advisory opinion of the International Court of Justice, United Nations resolutions, and international condemnations. This defiance appears to be a wager on Arab and Islamic silence, within which the occupier’s expansionist and displacement schemes continue to grow.

What is taking place can accurately be described as a systematic process of “geographical annihilation” led by the enemy entity to end Palestinian presence altogether. Recent figures and testimonies go beyond the traditional concept of “settlement expansion,” reaching a phase of decisive resolution aimed at transforming the West Bank and Al-Aqsa into an organic part of the entity. This is carried out through a complex network of military laws, secret budgets, and unchecked settler violence under the protection of the enemy army.

The Sovereignty of the "Military Uniform"

Testimonies from residents of Beit Ula, west of Al-Khalil, recount a chapter of this organized terror. In July, an assault by a Zionist settler on Palestinian farmers went beyond a passing altercation. The settler, who had pitched his tent on villagers’ land, returned days later wearing the full uniform of the enemy army and brutally attacked one of the farmers, placing his foot on the farmer’s neck under the protection of fellow Zionist soldiers.

This scene explains the doctrine of “annexation by force of reality”: there is no longer a distinction between the settler and the soldier. Both perform the same role once carried out by the gangs that occupied Palestine from its earliest days, before disguising themselves in the uniform of an “official army” that claims to uphold the law while providing military cover for settlers to seize so-called “state lands.” This legal fabrication was introduced by the enemy in 1983 to circumvent Palestinian ownership of lands inherited from their grandfathers and ancestors.

$850 Million to Finance the Crime of Settlement

Days ago, Haaretz exposed what it described as a financial conspiracy orchestrated by the enemy government, involving a secret budget of approximately $850 million allocated to reinforce and entrench the criminal presence of settlers in the West Bank over the next five years.

These funds are directed toward constructing outposts and financing infrastructure for 140 settlement outposts established by settler leaders and enemy politicians—chief among them the Zionist Bezalel Smotrich—over the past three years. The latest crime in this series was the approval of 700 new units for Zionist settlers around Al-Aqsa and Bethlehem, aimed at completing the ring of encirclement and isolating Palestinian cities from one another.

The Strategy of Suffocating Palestinian Geography

Since the 1967 occupation, the enemy authorities have never ceased using “nature” and “security” as pretexts for theft.

Closed military zones: Today, the enemy controls approximately 26.6% of the West Bank under the designation of “military training zones.” In reality, these areas function as a strategic reserve gradually emptied in favor of Jewish settlers. Hundreds of thousands of dunams have also been declared “nature reserves,” where Palestinians are banned from entry or grazing, while settlements and settler roads are built within them—as occurred at Jabal "Abu Ghneim".

Through manipulated interpretations of Ottoman and British laws, the enemy has seized approximately 1.3 million dunams (22% of the West Bank), allocating 99.7% of this land exclusively to Jewish settlers.

The appointment of Bezalel Smotrich as a “minister” within the enemy army’s ministry represents a shift from “silent annexation” to “full administrative annexation.” The enemy established a separate civilian system to manage settler affairs outside the traditional military Civil Administration and appointed a civilian deputy (a Zionist settler) with absolute authority to issue demolition orders against Palestinians and construction permits for settlers.

This bureaucratic coup has led to a surge in demolitions: for every ten settler homes built, one Palestinian home is demolished. Reports by the UN organization OCHA indicate the displacement of thousands of Palestinians and the destruction of hundreds of structures monthly, in a process of soft ethnic cleansing aimed at emptying Area C.

Greater Al-Aqsa: Liquidating Arab Presence

In Al-Aqsa, the enemy applies a blatant model of annexation through amendments to municipal laws and “Greater Al-Aqsa” projects. These aim to isolate densely populated Palestinian neighborhoods behind the separation wall while integrating major settlement blocs to alter the demographic balance. The enemy does not want land alone—it wants “land without people.” People of Al-Aqsa are treated as “permanent residents” whose IDs can be revoked at any moment, while Zionist settlers enjoy full sovereign rights.

The Agricultural Sector: A War on Olives and Water

Even trees have not escaped enemy terror. Zionist settlers have seized control of more than 93,000 dunams of Palestinian agricultural land. In the Jordan Valley, Palestinian farmers are denied access to their lands under the pretext of “contact zones,” while stolen West Bank water resources are diverted to irrigate settlers’ date palm farms.

The Reality of the Claimed “Sovereignty”

What is unfolding today in the occupied West Bank and Al-Aqsa is the execution of the enemy’s openly declared “decisive resolution plan.” This is being implemented through 175 draft laws discussed in the enemy's "Knesset" to “apply sovereignty,” and through transforming the West Bank into an “Israeli civil administration.”

The entity places everyone—including Arabs and Muslims—before a single reality: for the enemy, the West Bank is a field of replacement warfare. What we witness in bypass roads, iron gates strangling communities, and secret budgets are merely the final touches in a project aimed at burying any independent Palestinian state and turning Palestinians into strangers in the land of their ancestors.

All of this is happening in full view of more than two billion Muslims. Indeed, we affirm that their silence today represents one of the greatest fuels feeding the enemy’s criminal machine and its tools of expansion and domination.
